Early Access to SWaN
The Department of Environmental Quality and Water Ledger are providing early access to the Virginia Stream, Wetland, and Nutrient Credit Exchange (SWaN) to support participation during the initial rollout phase.
How early access works
Available to: any person or organisation with a portfolio of mitigation banks or permits in the Commonwealth of Virginia.

- participate in one trade
What do I get in return: We will issue a credit equivalent to 12 months subscription valid from the date of wallet activation. The credit will also cover any transaction fees during the 12 month period.
What happens if I join later: Organisations that activate a wallet and complete their first trade after the early access phase closes will move onto standard pricing, with transitional credits applied at a reduced level.
The early access phase is intended to run through mid-2026, subject to capacity.
